ABOUT THE DIGITAL ECONOMY PROGRAM
In partnership with the Mastercard Foundation and Mastercard Inc, The Innovation Village is launching the Digital Economy Program to transform the digital economy in Uganda.
Digital transformation is rapidly re-shaping our global economy, permeating every sector and aspect of daily life – changing the way we learn, work, trade, socialize, and access public and private services and information. With this trend in technology, a new digital economy is emerging as a critical enabler for accelerating opportunities for young people, women, and small businesses. We strongly believe that the digital economy can play a significant role in boosting job creation in Uganda in the next decade by enabling growth, innovation, efficiency, and expansion of Uganda’s markets into new frontiers and creating the new future of work for young people.

As an organization, we have invested in building an ecosystem for innovators and entrepreneurs to launch and scale their ventures. To ensure they are at the forefront of the current global digital transformation we are deepening our work in the sector by ensuring we have the right team and resources to support entrepreneurs. Our work will involve ensuring Ugandan entrepreneurs and the ecosystem have access to digital infrastructure, tools, and technical support to enable effective participation in the digital economy to transform and drive growth in all sectors.

ABOUT THE NEXTWAVE PROGRAM
NextWave is a sustainable market-led intervention for addressing the key challenges entrepreneurs face. We work with key strategic partners from public, private, academia and development communities to offer a comprehensive ‘ecosystem’ approach to building Ventures (or Companies), which will, in turn, generate employment. The forecasted Goal of the program is 300,000 young people securing dignified and fulfilling work.

Job Summary
As Gender Specialist, you will be responsible for leading and implementing the gender equality initiatives under the PMO, and in support of Next Wave and Digital Doors programs.
Success in this role requires
• Understanding of gender-related issues and how they impact different groups of people especially amongst youth in rural communities.
• Technical expertise to develop frameworks, tools and all the necessary capabilities for staff and the organization to develop and adopt gender transformative and inclusive approaches to delivery of the digital doors and the next wave project

• The ability to Incorporate human rights-based approaches to implementing organizational policies, tools, procedures, and measures and ensure that these meet both global, regional, and national standards of gender responsive programing and best practices for safeguarding

Responsibilities
• Lead on the organization’s and staff gender and safeguarding needs assessment and design a comprehensive support plan for staff
• Lead efforts to conduct a gender analysis of the Digital Doors and Next Wave programs

• Develop a Digital Doors Gender Equality strategy based on Innovation Village’s Gender Equality Policy

• Review the Digital Doors and NextWave programs and develop action plans to ensure gender and safeguarding elements are holistically embedded in program design, implementation, and M&E
• Lead on developing a framework for enhancing safeguarding in the programs
• Work with internal TIV teams and program partners to make gender inclusiveness intentional in all aspects of the programs, including design, implementation, monitoring and evaluation

• Work with the team to identify and understand women's role and participation in
• the services addressed by the program, identify the barriers that prevent /exclude young women from accessing and benefiting from the program services, work with the team to co-create sustainable solutions
• Work with program staff and partners to enhance their capacity to mainstream gender in the Digital Doors and NextWave programs through leading trainings and other learning engagements

• Monitor and assess the program’s progress towards progress towards meeting the programs' gender targets
• Collaborate with external organizations and community groups to promote gender equality in all areas of program implementation
• Identify and design approaches to address any gender-based discrimination or inequality within all program touchpoints
• Develop and maintain relationships with external program partners and stakeholders on gender-related issues
• Liaise with Foundation Gender and Safeguarding lead and the Young Africa Works Gender and Safeguarding Community of Practice to contribute to evolution and adaptation of innovative approaches to meet the program gender targets

Education & Experience
• Bachelor's degree in gender studies, human resources, Social Sciences, Gender/ Women's studies, Law, or a related field

Person Specification
• At least 5 years’ experience working on development programs in the nonprofit or private sector focused on human rights, inclusion (youth, women, persons with disabilities), women's economic empowerment or related areas
• Strong communication and interpersonal skills
• Demonstrated ability to think strategically and implement effective plans and initiatives
• Passion for promoting gender equality and inclusion in the workplace
• Experience working with youth and refugees in rural (Bottom of the Economic Pyramid) communities
• Knowledge of relevant laws, regulations, and best practices related to gender equality in the workplace.
• Experience developing and integrating safeguarding approaches and practices to Programs

Skills and Abilities
• Strong communication and interpersonal skills, including the ability to work with people from diverse backgrounds and experiences.
• Knowledge of how to create and maintain a safe and supportive work environment for all employees.
• Commitment to continuous learning and staying up to date on the latest research and best practices related to gender management.
• Ability to work collaboratively and build strong relationships with other departments and stakeholders within the organization.
