Consultant- Capacity Assessment of the National Systems for Child Protection and Gender-Based Violence, Kampala, Uganda
Terms of Reference
Overall purpose and Scope of Assignment: Throughout the assignment, the incumbent will assess the capacity of the Government of Uganda and UNHCR under PROSPECTS 2.0. The assessment will inform the process of agreeing upon a smart and measurable strategy and action plan for managing the transition, avoiding costly pitfalls and ensuring a broad base of support in collaboration with relevant stakeholders. For this task, the consultant will work with MGLSD, UNHCR, PROSPECTS 2.0 Partners, KCCA and other relevant stakeholders involved in the programme implementation.
The assessment will cover the following pillars:
Organization: Assess the regulatory framework guiding the transition to CP and GBV national protection systems, the functional mandates of relevant government agencies in this area of work including OPM/DoR, MGLSD, KCCA, MoLG among others, UN agencies, INGOs, coordination arrangements, leadership and technical capacity of individual and institutions involved in the transition, including the UNHCR protection team.
Institutional systems and processes: Assess the capabilities of the Protection team and its partners to rethink the delivery of protection services and to sustain the transition. Provide recommendations, where required, of new and specific capabilities - which include new competencies (Skills, Knowledge), Tools (IT and information management systems, Databases, other related functional systems), and Processes (activities, resources, functional responsibilities).
Political support for the transition: Assess the internal and external support base for the transition and offer recommendations as appropriate.
Public Finance: Consider the practice of inclusion of the protection transition strategies, plans, and policies in fiscal and public financial management (PFM) practices and the mobilization of resources for protection action by the relevant Ministries.
Accountability: Review transparency, inclusion and engagement mechanisms for refugees and host community populations, civil society, the private sector, and other stakeholders and the roles of expert advisory and oversight institutions.
The consultant will: a) Collect and review relevant policies, laws and regulations related to the inclusion of refugees in the national GBV and child protection systems as well as the documentary evidence relevant for the assessment (desk review).
b) Prepare relevant questions, conduct interviews with contacts from government, academia, NGOs, PROSPECTS partners, private sector, refugee and host community representatives, and validate the information gathered during interviews.
c) Draft a report (not more than 20 pages) summarizing the findings and providing recommendations under each pillar. The report should include an executive summary with the main findings and recommendations and relevant annexes.
d) Deliver the final report with findings and recommendations addressing comments raised by the UNHCR team.

Advanced university degree (Masters' degree in organizational development, leadership, governance, administration or other relevant fields).
Experience:

Familiarity with Uganda's political and local governance context relevant for refugee management.
Knowledge & Skills: Competencies
In-depth knowledge of Uganda's refugee response policy, relevant legislation, policy and regulatory framework in general and as is specific to gender-based violence and child protection;
Established network of key actors in GBV and CP humanitarian and development policy design, implementation and coordination
The consultant will be required to handle client information with discretion and strict confidentiality.
The consultant must comply with all the UNHCR's Policies applicable to consulting services.
