Bixal seeks a Strategic Information Team Lead for a USAID/Uganda Strategic Information Activity. This program will provide comprehensive data management and other evidence to support the Office of Health and HIV (OHH) and Orphans and Vulnerable Children (OVC) program planning, monitoring, and reporting for improved program management.

The ideal candidate is a solution-oriented public health expert with at least 10 years of experience providing services related to gathering, synthesizing and sharing data that facilitate evidence-based health programming and program management.

The Strategic Information Team Lead will be responsible for ensuring the quality of data used in PEPFAR and non-PEPFAR health program planning and reporting. They will be responsible for facilitating increased data use at US Government, Government of Uganda, district and facility levels.

This is a full-time proposal position contingent on contract award.

Responsibilities:

Oversee the production of quality and timely data for PEPFAR, OVC, and Non-PEPFAR Health program planning, monitoring, and reporting.
Lead the extraction, mining, processing, and compiling of health data from the DHIS2 data warehouse and other systems (e.g. HIBRID, DATIM, CWBMIS) to meet PEPFAR and non-PEPFAR (e.g. malaria, TB, family planning, OVC, etc.) health program planning, monitoring and reporting needs for USAID-supported regions, districts, and health facilities.

Oversee training for USAID IPs (especially local partners) on core PEPFAR and OVC indicators and reporting systems to ensure that indicators, data sources, and reporting requirements are well understood at district level.
Conduct Data Analyses for PEPFAR, OVC, and Non-PEPFAR Health Program Planning, Monitoring, and Reporting.
Support OHH and the OVC team with customized data analytic products, technical briefs, fact sheets, and visualizations for program design, reporting, and program management and oversight.
Oversee the development of dashboards, infographics, animations, and other visual displays of information to communicate complex data relationships and data-driven insights to inform decision making on USAID-funded PEPFAR, OVC, family health, malaria, and other health programs.
Lead monitoring activities to measure the performance and impact of health services provision in USAID-supported districts, as well as in non-USAID regions where PMI operates, using survey methodologies such as Performance Monitoring for Action and Lot Quality Assurance Sampling.
Lead Data Quality Assessments (DQAs) and OVC Service Quality Assessments (SQAs).

Master's degree in public health, statistics, Health Systems Management, International Development or a related field.
At least 10 years of experience supporting donor-funded programs providing services related to gathering, synthesizing and sharing data that facilitate evidence-based health programming and program management.
At least 4 years of experience in health strategic Information-related areas such as applied research, epidemiology, statistics, biostatistics, health informatics, monitoring and evaluation, management information systems, information technology or data management.
Demonstrated knowledge of data needs for PEPFAR reporting.
Demonstrated experience conducting data analysis, cleaning and reporting for PEPFAR, OVC and non-PEPFAR health programs.
Demonstrated experience in health program monitoring, evaluation, health informatics, research and survey management, data management, information systems and implementation science/operations research.
