2. Develop and maintain procurement planning and analysis processes for the timely acquisition of goods and services, and provide proactive, rigorous, and logical methods to solve procurement-related challenges within the organization.

3. Lead procurement activities including competitive bidding, supplier selection and justification, and issuing purchase orders.

4. Provide guidance to project teams on annual/periodic procurement planning.

5. Develop and implement a clearly defined internal process to raise, receive, and approve all purchase requisitions in accordance with ROM procurement policy and budgets. This should have proper controls in place and incorporate documentation and records that can be reviewed during reference and audit.

6. Manage vendor relationships, vet and screen new vendors; review annual supplier contracts.

7. Lead the prequalification of suppliers and service providers.

8. Coordinate the update and sharing of the procurement tracker for the organization and the projects. Ensuring that procurement data are timely analyzed and used by budget holders for accurate/informed decision-making.

9. Review and evaluate the performance of the suppliers on a regular basis

10. Actively review and update procurement policies/procedures, no less than once annually.

11. Supervise and develop team members. Make recommendations concerning employment, termination, performance evaluations, and other personnel actions. Set team and individual goals. Prioritize, organize, delegate, and coordinate the flow of work. Enhance individual employee performance through frequent and timely communication and support.

Qualifications, Skills, and Experience 1. Bachelor’s degree (or international equivalent) in a related field of Procurement, Logistics, or Supply Chain.
2. Master’s degree (or international equivalent) in a related field of Procurement, Logistics, or Supply Chain preferred.

3. Relevant professional qualification in Procurement and or Supply Chain Management (CIPS qualification or equivalent is preferred)
