Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The East and Southern Africa region (ESAR) experiences multiple humanitarian crises including drought leading to food insecurity, cyclones, floods and conflict. In 2022 & 2023, the region particularly the Horn of Africa faced one of the worst droughts after five consecutive failed rain seasons rendering over 33 million people in need of humanitarian assistance. In the Southern Africa region, a number of countries are increasingly experiencing cyclones whose magnitude and intensity continues to increase, while protracted and recent conflict is displacing millions of people both internally and externally. All these disasters have continued to deepen gender inequality including loss of livelihoods and to weaken protection particularly for the most vulnerable groups including women and girls.

To address some of these challenges UN Women ESAR is implementing strategies and programmes that seeks to strengthen and support gender responsive humanitarian interventions and inclusive resilience building across the region. To achieve this, UN Women is seeking to hire a Programme Analyst Humanitarian and DRR.

Reporting to Humanitarian and Disaster Risk Reduction Specialist, the Programme Analyst contributes to the effective management of UN Women programmes in the ESAR by providing substantive inputs to programme design, formulation, implementation and evaluation of humanitarian and DRR interventions. The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring and reporting of results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under her portfolio.

Duties and Responsibilities
Contribute technically to the development of programme strategies in the area of humanitarian action and DRR:

Provide substantive inputs to the design and formulation of programme/ project concept notes, proposals and initiatives at national and regional level;
Identify opportunities, areas for support and intervention related to humanitarian and DRR programmes.
Provide substantive technical support to the implementation and management of the humanitarian and DRR programmes:

Coordinate the development of project workplans, tracking matrix and budget monitoring;
Monitor implementation of humanitarian and DRR programme activities and projects;
Provide technical support to Country offices during call for proposals, procurement processes through reviews and feedback of critical documents;
Review, coordinate and monitor the submission of Country Offices financial and narrative semiannual and annual reports;
Organize training for UN Women and partners on Results Based Management and monitor implementation;
Support evaluation of humanitarian and DRR projects.
Provide technical assistance and capacity development to project/programme partners:

Provide technical advice, guidance, and tools to country offices to support effective implementation of humanitarian and DRR activities;
Build and manage relationships with partners and country offices to support implementation of humanitarian and DRR interventions;
Conduct surveys and research to identify capacity building needs of Country Offices and partners and coordinate capacity building and training efforts;
