Description

IBTCI is seeking a Monitoring Specialist for an upcoming USAID/Uganda Monitoring,Evaluation Learning and Strategic Information (MEL-SI) platform operating out of Kampala, Uganda. The general objectives of this project include: strengthening evidence-based programming within USAID/Kampala and among implementing partners in support of the country’s development cooperation strategy; implement a comprehensive management and reporting system; support the Government of Uganda information systems pertaining to orphans and vulnerable children; and analyze the effectiveness and sustainability of
initiatives pertaining to gender, equity, social inclusion, localization, climate resilience, and private sector engagement. This position is contingent upon award. Uganda citizens and residents are encouraged to apply.

Responsibilities

Essential Duties/Tasks and Responsibilities:

Responsible for the design of the monitoring plan, data collection tools and other required deliverables.
Participate in the extraction, cleaning, integration, and analysis of monitoring data for different sub-sectors (HIV/AIDS, reproductive health, malaria, TB, MCH).
Collaborate with data management specialists in the development of monitoring tools, the scripting of data collection tools and in the visualization of monitoring data.
Participate in the revision of performance indicator reference sheets for multiple indicators tracked by USAID/Kampala.
Lead USAID/Uganda Implementing Partner (IP) onboarding into the M&E system, including holding introductory meetings with IPs and preparation of IP award summaries and activity databases.
Lead monthly, quarterly, semi-annual and annual reporting of all monitoring data across sub-sectors.
In coordination with the Knowledge and Information Management team, ensure site visit data and associated implementing partner documentation is appropriately and
systematically filed electronically on shared filing systems.
Partner with the DCOP to design Site Visit Tools and Protocols, DQA visits, Monitoring Plan and Monitoring Schedule, and other annual project deliverables.
Collaborate with the DCOP to sample and select sites for different monitoring and DQA activities.
In coordination with the DCOP and Learning Specialist, develop and deliver field monitor training and capacity building.
Contribute to the development of content for external workshops, final presentations, IP workshops and external training.
Provide overall technical direction to the team on monitoring methodology and data analysis.
Other duties as assigned.
Qualifications

Minimum Requirements:

At least 10 years of experience in Monitoring and Evaluation (M&E) of international development and humanitarian projects focusing on the health sector, including
experience with qualitative and quantitative data analysis and successful report writing, research, and publications.
Experience with USAID project funding, sub-contracting and reporting requirements.
Demonstrated experience managing monitoring activities, M&E support projects, or large-scale evaluations, especially in the health sector including PEPFAR, malaria, TB, MCH and/or HSS.
Proven experience managing the quality and consistency of a team of researchers.
Education: Masters degree in Public Health, Social Science, or related field required.

Preferred Knowledge, Skills and Abilities:

Demonstrated working knowledge of monitoring principles.
Demonstrated experience assigning, coordinating and managing tasks for a team of writers or researchers.
Must be detail-orientated and able to meet assigned deadlines in a timely manner.
Previous experience implementing a USAID PEPFAR and/or PMI-funded projects is desirable.
Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-
prone zones.
