Job Brief:

Overview: The Safety and Secruity Focal Point (SSFP) is responsible for maintaining security standards established by the IJM Global Security Department, provide security-related training to IJM Fort Portal personnel, and continually assessing local threat conditions, implementing enhanced security protocols when warranted. The SSFP reports to the Security Manager and collaborates with program counterparts in furtherance of program objectives.

The success of this role is measured by the following KRAs:

Effective mitigation recommendations made to avert risks, threats and vulnerability

Timely updating and reporting of incidents

Updated safety protocols understood and followed by staff members, and all necessary security actions are being taken.

Clear communication to team on incidents

Liaison with security stakeholders in area of operation

Roles and Responsibilities:

Threat and Risk Management:

Assess threat, risk, and vulnerability and make recommendations to FP team leader and Security Manager to reduce staff risk exposure.

Undertake safety and security assessments of program areas and potential program areas as requested by FP team leader and Security Manager. Report on findings and design necessary improvements.

Undertake field missions to program areas and potential program areas whenever needed and/or as requested by FP team leader and Security Manager.

Undertake reviews of individual safety and security procedures and policies as requested and make recommendations to FP team leader and Security Manager.

Provide recommendations to IJM staff to improve IJM’s reputation among host communities and local stakeholders.

Assess communications needs and recommend improvements to make sure that all equipment are working and in good condition such as the generator, radio handsets, satellite phones, etc.

Strategy & Knowledge Development & Implementation:

Assist the Security manager and team leader in preparing/maintaining/updating safety and security management plan (SSMP).

Collect and disseminate incident report data – make sure that the right people are included in the dissemination.

Ensure that appropriate systems are in place to effectively disseminate safety and security information and updates of the security situation to IJM staff.

Submit a security update (to include situational analysis, actions taken, and actions recommended) to FP team leader and Security manager on a regular basis.

Ensure that regular safety and security meetings are conducted with relevant IJM staff.

Hold safety and security drills (phone tree drills, fire drills, evacuation drills, shelter-in- place, etc.) as necessary, at the frequency outlined in the Safety and Security Risk Management Plan;

Liaise with administration and logistics re: vehicle movement and facility safety and security. Ensure established standards and procedures are followed.

Policies and Procedures

Ensure all IJM staff understand and comply with incident reporting requirements and procedures. Follow-up as necessary re: issues related to reported incidents.

Skills

Valid certificate of good conduct;
Valid driver’s license and experience driving manual vehicles in rough terrain.
Fluent in written and oral communication in English, with working knowledge of local language required.
Proficient in Microsoft Word, PP and Excel with ability to quickly learn and consistently use other software systems for purposes of monitoring, training and documentation.
Applicant must be registered with the Uganda Revenue Authority and possess a Tax Identification Number.

Experience Requirements

Preferred three (3) years’ (or more) experience managing security in NGO sector. Experience with the Uganda Police, Military or other government agency with security responsibilities.

Education Requirements

A degree or equivalent in political science, Military studies, Security management, management or relevant field
