In the Great Lakes, Join For Water is a main player in the Drinking Water Supply, Hygiene and Sanitation (AEPHA) sector and the Integrated Water Resources Management approach in Uganda, Burundi and the province of Ituri in DRCongo, maintaining constructive relations with national and local authorities, technical and financial partners, as well as with NGOs and national civil society.

Resident Representative Join For Water in the Great Lakes

Join For Water is short-term recruiting an expatriate manager (m / f / x) for the position of: Resident Representative Join For Water in the Grand Lakes. Post based in Kampala (Uganda), with frequent field missions to Burundi and DR Congo (Ituri).
Join For Water activities in the Great Lakes are coordinated by a Regional Support Unit (RAC) with headquarters in Kampala, Uganda. The CAR is headed by the resident representative who is the final manager and who is mandated by the director of Join For Water.
The resident representative is responsible for the general management of the CAR. The CAR coordinates Join For Water programs in the Great Lakes region, more specifically in Uganda, Burundi and in the province of Ituri in the DRC. The programs are implemented in co-execution with operational partners.
He / she manages and motivates the team working in Kampala or in the field.
He / she represents Join For Water during thematic coordination meetings and within internal and / or external task forces in Uganda, Burundi and - partially - in DRCongo.
He / she manages the program cycle together with the team: identification of projects / programs and partners, formulating projects / programs, preparation of technical and financial files, identification of funding sources, monitoring and evaluation of programs. He / she supports partners in planning activities, defining intervention strategies, monitoring, evaluation and capitalization. He / she ensures the monitoring and control of the partners in administrative, methodological and technical aspects and of conventions concluded with these partners by the team. He / she ensures the quality reporting and within the deadlines agreed with the donors of the Join For Water programs in the Great Lakes.
He / she proposes strategies, support to carry them out and follow them in the intervention areas concerned.
He / she participates and facilitates communication between partners and local actors in the region on the one hand, and between the different organs of the organization on the other.
He / she is responsible for the recruitment and management of local staff.
He / she ensures that gender aspects are taken into account, support for the OMC (municipal contracting authority), CC (climate change), knowledge management and Action Research, as well as approaches community participatory in programs.
He / she must master the principles of cost accounting and a liquidity plan, be able to establish and monitor budgets and interpret the figures generated by the accountant
He / she has experience in partnership management and networking
He / she must have the availability, interest and desire to travel frequently in the region , especially in rural areas
He / she must have a capacity for analytical understanding , as well as synthesis and writing
He / she must be able to set priorities , make decisions and have the ability to delegate
He / she must have a good ability to lead a team and make it work together in the agreed direction
He / she must have a good deal of ** autonomy ** and the ability to create their position in line with the objectives and means of the organization.
He / she must be able to ** rely ** on the resources of the organization and / or propose strategies to achieve the objectives set.
He / she must have an excellent command of French and English (written, spoken, read).
He / she must carry values and personality in line with the function: leadership, empathy, flexibility, respect, resistance to pressure, rigor and diplomacy
Are an asset:
Knowledge of and / or experience with studies, design and construction of drinking water, sanitation and / or irrigation infrastructure
Knowledge of Research-Action approaches, gender (goal, strategy, means), climate change
He / she must have relevant professional experience: a very good knowledge of projects in the water and sanitation sectors , as well as having exerted, as an expatriate, a coordinating position of programs / projects for a minimum of 5 years in a developing country and proven project and team management experience (strategy, finance, HR, representation)
He / she must have a university degree , or equivalent by experience in a relevant field
