This includes providing strategic oversight and guidance on program implementation, inputs for annual work plans, proposal development, analysis of programmatic results, identification and resolution of challenges and program performance, application of lessons learned and best practices to improve program performance, donor reporting, financial monitoring, and personnel management. The PM also maintains close relationships with in-country key stakeholders to ensure successful implementation.
The PM will also be competent with SRHR policy approaches. S/he is knowledgeable about national and global opposition to sexual and reproductive health and rights as well as the rights of marginalized and underserved communities. S/he is responsible for providing background and technical guidance to Ipas partners, and for developing and implementing robust mitigation strategies to minimize impact of opposition narrative on the ground.

This position supports the work with stakeholders and policy makers at the national, and sub-national levels to ensure access to SRHR for women is promoted and safeguarded. Towards this, the PM will take the lead in working with key coalitions and movements to improve the enabling environment in support of women’s health and reproductive rights.

Primary Responsibilities

Under technical oversight and guidance from the Ipas Africa Alliance Director and working closely with the regional policy team, the PM will have the following tasks and deliverables:

Contributes to new program design, ensuring alignment with Ipas mission, values, and strategic plan.
Responsible for managing the execution of programmatic work, ensuring high-quality project implementation.
Responsible for spending per annual operational plan (minimizing surpluses or deficits)
Oversees programmatic, budget, and contractual compliance, including donor reporting.
Monitors award compliance for all donor agreements, including sub-awards.
Develops award workplans and conduct routine program analyses, including regular review and use of monitoring data and organizational quality standard indicators to track progress against key indicators using performance metrics, and engage project team to adjust plans as needed.
Develops award budgets and track spending, engaging the project team(s) to adjust plans accordingly.
Offers strategic and technical recommendations and ensure all programmatic issues are addressed in an effective and timely manner, including soliciting guidance from the Alliance office.
Adapts and implements organization-wide initiatives, systems, and policies.
Supports the Director in representations with government officials at national level meetings.
Interacts with key members of the team to share progress of work, resolve problems, and find alternate workable strategies.
Ensures effective communication and routine collaboration between the Alliance office and the project office, keeping other staff members aware of relevant issues; keeping them informed of significant developments and issues, and engaging them to help problem solve as needed.
Leads the implementation of policy aspects of Ipas projects in Uganda.
Build, maintain and institutionalize relationships with CSO actors & Coalitions. Strengthen the presence and visibility of Ipas’s work with CSO actors and Coalitions.
Monitor and assess the opposition actors to sexual and reproductive health and rights as well as the rights of marginalized and underserved communities in Uganda. Highlight ways in which CSO actors can mitigate opposition to SRHR and related rights, to inform Ipas staff, partners, media, and donors about upcoming risks and their mitigation.
Other tasks as assigned by the Alliance Director.
Internal & External Customers as well as Third Parties

Works with Ipas global and country office policy team members in reference to implementation of activities, and program needs
Works with the finance unit in reference to budgets, grants and other financial issues
Manages relationships with external entities including partner organizations, donors, vendors, and consultants.
Supports Alliance Director in external relations through representing Ipas among partners and key stakeholders and promoting Ipas’s mission through delivering presentations at relevant meetings and conferences.
Helps to develop and maintain national and provincial level partnerships with donors, government, INGOs, NGOs, and others.
People Leadership and Oversight

Supports recruitment, development, and mentoring of program staff.
Provides leadership, supervision, support, guidance, and constructive feedback to staff and consultants, including the development and tracking of annual performance objectives.
Requirements

Minimum

Bachelor’s and Advanced degree in human rights and/or public policy and related fields
7-10 years’ experience in the following:
Program planning and management
Human rights and/or public policy
Opposition research experience and/or
Recognized subject matter expert in focal area(s) related to SRHR and rights of the marginalized and underserved communities.
Demonstrated experience and skill in strengthening the capacities of others to develop and implement research projects and produce high quality research papers and policy briefs.
Designing, implementing, and evaluating research projects
Robust written and oral communication skills
Previous supervisory experience of full-time staff members required Strong networking and stakeholder management skills.
Demonstrated ability to work in multi-cultural environment.
Demonstrated strengths in strategic planning and programs management, including good team working, strong interpersonal and supervision skills budgeting and negotiation skills
Excellent understanding of the Reproductive Health sector, health care system, and prevalent health policies in Uganda
Ability to be flexible and adapt to changes in strategy.
