Division & Project Overview:
The Quality and Performance Institute (QPI) is a division of URC that has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.

USAID RHITES-North, Acholi Activity is a five-year project (2017-2022) funded by United States Agency for International Development implemented and managed by University Research CO., LLC. The Activity aims to increase utilization of health services through increased adoption of healthy behaviors, strengthening systems, improving quality of services, increasing availability of, access to and demand for quality services, and supporting the health sector to sustain higher utilization rates in 8 districts of the Acholi region.
Roles and responsibilities.
Program design and development:
Provide technical support in developing and implementing monitoring and evaluation activities for national QI initiatives
Take lead in research and evaluation design of national QI projects
Innovate and roll out new techniques for evaluating impact of QI interventions
Coordinate partner joint reporting initiatives and evaluations
Advise USAID partners and Ministry of Health on appropriate evaluation approaches for national collaboratives
In collaboration with the relevant staff, ensure monitoring and evaluation components are well integrated in the program designs.

Monitoring and Evaluation:
Track progress of results from QI projects in collaboration with the technical team and advise on improvement strategies
Maintain a functional QI database alive to the changing needs of partners, and national collaboratives.
Assist with the evaluation of current indicators and the identification of new ones.
Strengthen and support both internal and external evaluation processes for supported RHITES-North, Acholi Activity.
Monitor data entry process and ensure programmes are utilizing the relevant databases.
Ensure the Activity staff are using data collected to make informed and timely decisions related to the programme implementation
Take overall responsibility in validation of 25% of the quality improvement indicators, compilation, analysis, storage and reporting and ensuring other contractual obligation related to validation of data are met.
Provide need-based support to the RHITES -N Acholi Monitoring and Evaluation team.


A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.
Strong written and oral communication skills with a demonstrated ability to review, synthesize information and produce quality reports
Proven self-starter and ability to work with limited supervision.
Flexibility to travel on a regular basis.

Experience Requirements

7 years progressive years of relevant work experience and a proven track record.
Proven data management and health programming experience and knowledge and adequate research skills including, usage experience of statistical software.
Adequate information technology experience including managing virtual learning platforms.

Education Requirements

Master’s degree, in either public health, demography, epidemiology, biostatistics or a related field.
