KEY AREAS OF ACCOUNTABILITY:

Programme Support:

In close collaboration with the Senior MEAL Advisor, the Regional MEAL manager and the Project Manager, support in reviewing and customisation of the MEAL plan including setting up of mechanisms to monitor and document the progress of implementation of Project activities, specifically;
Design and implement Indicator Performance Tracking Table (IPTT), a Quality Benchmark (QBs) Monitoring Plan, and provide feedback on monthly action tracker to project implementation team (including partners).
Lead capacity sharing initiatives of the project at the field level targeting staff, partners and stakeholders on implementation of MEAL within the programme: capacities for data collection, storage, indicator definition and reporting among others.
Take lead in project Output and Outcome monitoring, and ensure that information reporting and sharing systems fulfil the needs of Save the Children, communities, government, relevant agencies, donors and other stakeholders and are in line with MEAL standards and integrating Child Rights Monitoring and Evaluation principles. This will include being responsible for generating data to be reported to OPM (Uganda Refugee Response Monitoring System/URRMS), and Uganda Country Refugee Response Plan (UCRRP) through ActivityInfo among others.
Take lead in the identification of participants (clients) to participate in cash component of the project and working with Senior MEAL Advisor to advise the Uganda Cash Consortium.
Represent, contribute, and participate as required to inter-departmental and cross sector activities in-country, across the consortium and externally. You may also be required to represent the project MEAL function in the sector working groups at the field-level and sometimes at national level.
Together with other MEAL colleagues, and district-level stakeholders, coordinate the implementation of project specific assessments, performance measurements, research evaluations and impact studies for the project.
In consultation with Senior MEAL Advisor, and Regional MEAL manager, coordinate regular consultations, knowledge exchanges, accountability and feedback with clients, staff, partners, and other relevant stakeholders in the field.
Complaints Response and Feedback Mechanism (CRM):

Support the project team in the development of information sharing materials/briefs, posters and brochures, and take part in the dissemination of project information materials to relevant stakeholders, partners and clients.
Support the CMU in setting up and maintenance of relevant contextualized feedback and complaints infrastructures, mechanisms, and approaches to receive feedback and complaints from clients including children.
Collect and manage complaints and feedback in close coordination with project team. Track timeliness of response to complaints and maintain an updated project complaints tracker.
Planning, Budgeting and Reporting:

Working with Senior MEAL Advisor, and Consortium Operations Manager, participate in identification of MEAL priorities to be budgeted for and support the appropriate allocation of MEAL resources and budget in Programme proposals and annual plans.
Provide day to day direct support to Programme team in preparation and reviewing of annual and quarterly Programme plans and Programme reports, ensure that Programme reports meet SCI reporting standards.
Ensure timely implementation MEAL activities to meet the budget utilisation KPIs.
Communication and Networking

Create and sustain positive working relationships internally with all other staff; externally with the district local government and CSO partners, and other stakeholders, and also maintain an up to date understanding of key development trends in the Programme area.
Representing the Programme in various thematic coordination fora at the district as may be requested by the line manager(s).
