With support from IFRC, URCS is implementing a USAID-funded program called Community Epidemic and Pandemic Preparedness Program (CP3) in Kabale, Kamwenge and Bundibugyo. This program aims to build capacity of the communities and civil societies to be able to prevent, detect, respond and recover from epidemics/pandemics if they occur. The program will ensure that communities are at the center of epidemic and pandemic preparedness and play a significant role using the all-hazard, whole-of-society approach. This program will complement government health emergencies preparedness strategies and initiatives aimed at meeting obligations under Global Health Security Agenda (GHSA) and the International Health Regulation (IHR).
The Manager Epidemic and Pandemic preparedness and response will be responsible for:
Developing work plans, financial plans and monitoring plans for the implementation of CP3;
Ensuring complementarity of CP3 actions with other URCS interventions;
Leading URCS’s policy development of an all-of-society, all-hazard approach to epidemic and pandemic risk mitigation;
Contributing to the development of a URCS strategy for epidemic and pandemic preparedness and response.
Leading the development of the National Society multi-sectoral framework for health risk management that will that will enhance capacity of URCS branches to prevent, detect early and mitigate impact of health emergencies.

Project Planning and Management
Previous experience in implementation of Integrated Disease Surveillance and Response (IDSR).
Prior humanitarian working experience with recognized Humanitarian Organization or with an international Non-Governmental Organization with expertise in health emergencies response will be an added advantage;
Working experience at field level with recognized Humanitarian Organization or with an Organization with expertise in health emergencies response
Essential Knowledge and Sound knowledge and skills in database management and statistical analysis, monitoring and evaluation or public health information management.
Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response with particular attention to application of an all-hazard approach in the context of the International Health Regulations (IHR), Global Health Security Agenda (GHSA) and the use of event based and indicator based surveillance.
Bachelor’s Degree in Human Medicine and Surgery or Veterinary Medicine/Science or a related field from a reputable institution.
