in Moroto

The position is to be filled as soon as possible, with an initial contract duration of two years. There are very good prospects for an extension. Employment location will be Moroto, Uganda.

As Finance Officer you will oversee the existing financial management standards in the programmes and projects efficiently and promptly, thereby making a significant contribution towards the success of the programme work. This involves ensuring that the projects financial administrative processes at the project locations are auditable and efficient, and carrying out financial administrative control checks at project level as well as supporting the Heads of Project and Head of Finance perform their supervisory duties within the framework of project administration. If necessary, you will be instructing and supporting project partner organizations (PPO) in matters relating to financial management so that they fulfil their contractual obligations towards Welthungerhilfe and co-financers in accordance with the partner contract and in an auditable manner. You will also supervise Accountants / Finance officers in matters related to financial management, compliance, and timeliness of accounting in the field locations.

Your responsibilities

Ensuring that project funds are correctly managed according to the specifications of Welthungerhilfe and co-financers
Ensuring that documentation of data, account assignment and bookkeeping entries by project accountants are carried out correctly in accounting Software
Ensuring costs are cleared internally within a project or between projects (correct allocation of costs)
Preparing documentation that Heads of Project and/or PPO can assume budgetary responsibility (expenditure and budget control)
Preparing annual account documents in cooperation with Heads of Project and the Head of Finance in Country Office
Preparation of refunds/returns/final fund requests to donors
Monitoring and correctly processing relief supplies and other equipment, particularly in terms of compliance with import regulations, monitoring inventory accounting, physical inventory inspections
Supporting the management of project inventories, equipment, and vehicles
Supporting Project Officers implement projects according to co-financing agreements and Welthungerhilfe standards.
Ensuring that cost sharing of salaries and running costs are booked (office & vehicles) in the bookkeeping software on monthly basis by the project accountants
Ensuring that statutory payments (Tax, Social, PAYE, Medical and life Insurance) are made in time and booked accordingly
Reviewing voucher files for completeness and ensuring that they are forwarded to Heads of Project and the Head of Finance on a monthly basis for signing of checklists
Supporting internal and external audits as well as donor spot checks
Checking procurement requests and contracts to ensure availability of budget and compliance with approved procurement regulations and best value for money principles
Your profile

A university or college degree in accounting, finance, or economics; ACCA/CIMA/CPA qualification is an advantage
Minimum 5 years of experience in project financial administration
Experience of managing / supervising finance staff (Accountants, Cashiers)
Experience in collaborating with donors (BMZ (TA, PA, SSF), AA, GIZ, Charity Water)
Readiness to receive necessary vaccinations for working in Welthungerhilfe's programme countries
Excellent spoken and written English, knowledge of any local language of the duty station an asset
