Country Management Support Units (CSU) have been established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an enterprise resource Planning (ERP) system.

DESCRIPTION OF DUTIES

Under the supervision of the Operations Officer, the incumbent performs the following duties:
Plans and organizes the work of the finance unit through identifying priorities, allocating tasks; evaluate performance of staff and ensure their strict adherence to procedures.
Assists in the planning, compilation and preparation of the Biennial Work Plan (BWP) including the allocation of regular and extra-budgetary funds by projects; ensure that all regular and extra-budgetary funded transactions in the areas of budget control, finance, and accounts are effected in accordance with established rules, and regulations,
Reviews and provides budgetary clearance to project proposals, correspondence and requests, ensuring conformity with relevant financial regulations, policies and procedures; or refers for action financial documents, giving appropriate explanations and advising remedial or alternative action as appropriate.
Provides guidance to staff in the country office on correct application of financial rules and regulations.
Provides a variety of financial services including reviewing payment of vouchers, signing cheques, issuing payment instructions and analyzing cases requiring decision of supervisor.
Prepares, analyses and evaluates work plan, accounting and other financial reports for management use.

Coordinates the prompt and appropriate recording of financial transactions, and ensuring timely reconciliation and monthly and annual closure of the eImprest accounts.

Ensures replenishment of accounts made in good time and ensuring the maintenance of efficient cash balances.
Performs other duties as assigned by the supervisor.
REQUIRED QUALIFICATIONS

Education

Essential: University degree in Finance/Management/Public Administration/Social Sciences or related field.
Desirable: Master's in Business Administration or Finance or related field.

Experience

Essential: At least one (01) year of professional experience with an emphasis on programme management and/or budget and financial monitoring.
Desirable: Good knowledge of WHO programme management and end-to-end business processes as designed in the Global Management System; Experience in project management, ideally in the UN System and/or a public health context; Good knowledge of GSM System or similar ERP Systems;

Skills

Good knowledge of WHO Results-Based Management framework and related business processes.
Knowledge of Oracle projects and Oracle Financials or similar ERP applications and systems.
Sound knowledge of the Organization's policies and practices, as well as project management principles and their application within WHO;
Ability to act independently and exercise sound judgement;
