Job summary The Finance Manager will report to the Director of Operations and will be responsible for overseeing all aspects of budgeting, financial management, and reporting; sub-award management and procurements; human resources management; asset management; logistics; and compliance with terms and conditions of the award.
He/She will be responsible for managing the cooperative agreement budget and preparing financial reports for submission to the donor.

The Finance Manager will also ensure financial management systems and processes are compliant with donor regulations and policies.

He/she will ensure systems and processes are implemented effectively to support the implementation of the award, including fraud and risk mitigation practices.

Responsibilities and duties 1. Establish accounting and financial systems for the programs in compliance with donor regulations and ROM policies and procedures and document, maintain and ensure compliance with updated finance and administration policies.
2. Lead the development, monitoring, and review of program budgets; conduct monthly financial analysis and expense reports to determine gaps and take appropriate actions, as required in consultation with DO

3. Provide financial reports, including pipeline analysis, quarterly financial reports, as requested by the donor

4. Maintain and administer an on-site financial accounting and bookkeeping system (QuickBooks) required to assure the integrity and effective performance of financial operations and prepare monthly reports

5. Build capacity of subgrantees to ensure improved compliance with donor requirements and to manage the grant and assist the partners in the budget development process and perform budget analysis duties.

6. Assists in the interpretation of donor regulations for local partners and coordinate the assessment and identification of needs for training in compliance, budgeting and financial management and their implementation.

7. Maintain payroll system including tracking benefits and allowances, ensuring compliance with all applicable taxes and tax reporting.

8. Facilitate the work of external audits and ensure that financial records are properly maintained and readily available during audits

9. Manage organizational risk and liability, particularly related to ensuring compliance with all relevant donor regulations and local laws.

10. Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with project goals to ensure rapid and sustainable results

Qualifications, Skills and Experience · Masters Degree in Business Administration, Finance, Accounting or relevant field an advantage.
· Professional certification (CPA or ACCA).

· Minimum of 5 years of experience in financial and administrative management for large donor-funded development projects (>$20M of total award size).

· Demonstrated expertise in administrative and financial management in development assistance projects

· Knowledge and proven experience working within USG financial reporting and compliance requirements.

· Experience in risk management and implementation of internal controls.

· Experience with financial analysis, financial reporting, cash flow analysis, budget

· Development and forecasting, preferably on international health projects
