Description

The Director of Monitoring will be responsible for leading and managing the technical work related to performance monitoring, strengthening USAID/Uganda's and USAID Implementing Partner's monitoring and reporting systems, overseeing evaluability assessments, and conducting data quality assessments under this contract. They will be an excellent writer, able to synthesize qualitative or quantitative data with a high level of quality. Additionally, they are solution-oriented, resourceful, engaged, and able to work closely with and advise USAID.

Important note:

This is a full-time proposal position contingent on contract award.

Responsibilities:

Support the Mission and the Implementing Partners (IPs) in preparing, updating, and adhering to all aspects of the PMP/AMELPs, strengthening efforts to develop and monitor contextual indicators, and improving the capacity of USAID/Uganda and its IPs to understand the interplay between programmatic and contextual indicators.
Provide technical leadership to the Mission to strengthen its monitoring and reporting systems.
Lead the development of effective monitoring tools, including the adoption of digital and virtual tools and geographic information system (GIS) technologies for monitoring performance at the project and activity levels.
Lead/oversee the review of activity-level MEL plans and work to ensure the quality and utility of performance monitoring data.
Support field visits by reviewing reporting methods, carrying out training needs analysis, designing reporting tools, and advising technical offices on ways to improve field monitor performance.
Participate in the design and delivery of training on performance monitoring to Mission staff and IPs, as appropriate, on the latest performance management and monitoring techniques, including complexity-aware monitoring approaches and remote monitoring and data collection.
Collaborate on the development of presentations to disseminate findings and conclusions to a wide audience, including high-level forums. eGLtS0W veINc
Oversee the development of data quality assessments (DQAs).
Qualifications:

Master's degree in international development, monitoring evaluation and learning or a related field.
At least 10 years of experience in developing and implementing comprehensive performance monitoring systems on donor-funded international development projects.
Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices.
Demonstrated experience developing performance monitoring systems on USAID-funded programs.
