Consultant - Upgrade and Program USAID QI Database

This Improvement database has been designed to track and analyze Quality improvement indicators. It was developed by the USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project, funded by the American people through USAID’s Bureau for Global Health, Office of Health Systems. ASSIST project was supported by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The project was managed by URC under the terms of Cooperative Agreement Number AID-OAA-A-12-00101. URC’s global partners for USAID ASSIST include: EnCompass LLC; FHI 360; Harvard University School of Public Health; HEALTHQUAL International; Initiatives Inc.; Institute for Healthcare Improvement; Johns Hopkins Center for Communication Programs; and WI-HER, LLC. The database is now managed by the USAID – RHITES-N-Acholi Activity, Kampala.

Main objective.
To improve the Quality Improvement (QI) Database management system (Data Portal) into an interactive and dynamic portal that is easily accessible to Ministry of Health, its development partners and clients and can be adjusted on a needs basis.

Generally, the scope of work entails;
Incorporate/integrate other technical areas into the database from time to time as per USAID – RHITES-N-Acholi Activity project needs.
Make modifications to the database that lay out functions to improve performance upon request and are consistent to the needs of the users. Including: Integrating and modifying run charts, GIS-geo maps, data uploads both offline and online, data filters, improving and incorporating new user-friendly data analytics tools among many others.
Incorporate new security features to protect and secure database. Including data approval process or layers, secure log-ins using modern encryption models among others.
Train the staff on use and basic modifications/alternations that may arise from time to time due to additions or removal of vital or unwanted elements and indicators from the database
Provide technical back stopping support to database users, ensuring that any problems that arise with the database are resolved efficiently and in a timely manner.
Cloning and having the smart phone mobile application for the data portal. This will have the main features of the web data portal.
Support the integration of the database into DHIS2 system which is managed by the Ministry of Health – Uganda.

Specific actions in the scope of the assignment
Establish quality assurance processes to ensure continued functionality and usability of the system and carry out test runs and address any emerging front end and back end issues in the system.
Improving on the data reporting portals both offline and online to make them very easy for the end user to navigate to as well as to make quick analysis.
Ensuring that the system incorporates, effectively works and complies with data quality standards which involves accuracy, precision, resolution, completeness, and timeliness during access. It should be accompanied with verification and validation process (data upload approval processes). The consultant will work closely with the Senior M&E Advisor, Senior QI Advisors and IT Officer to ensure that the system complies with the above.
Ensuring that the system is and can be interoperable with other M&E systems like DHIS2 of Ministry of Health and other URC platforms.
Improving on the data visualization on various dashboards and at every data access level (Regional, District and site levels). This involves improving run charts, correcting units, capturing changes on various indicators when running charts – including the comment boxes explaining the shifts in the run charts.
Simplify the system to make it more user friendly through using icons, visibility of the system status (keep users informed about what is going on for any action they perform, through appropriate feedback within reasonable time), ensuring that the system speaks the user’s language – making the data and/or information access appear in natural and in logical order, user control and freedom (having back and next buttons to navigate to pages), ensuring consistency and error prevention especially when uploading data and visualizing it, minimize the user memory load by making objects, actions and options visible on all dashboards.


Extensive knowledge of mobile application design and database development, maintenance, data analysis and database compatibility with the different databases.
Abreast with current web development technologies: use dynamic scripting language and Database languages.
Four years’ experience on working with front end web development building blocks and frameworks. Including: HTML 5 and CSS3 (like SASS or LESS), Motion UI – To keep the simplicity of the portal, JavaScript and its Front-End Frameworks like Angular and React and Vue.js among others.

Experience Requirements

Four years’ experience on working with front end web development. Including but not limited to: Node JS, Ajax, Python and PHP (Frameworks- Frameworks for PHP like Laravel, CodeIgniter etc), MySQL relation database, SQL server.
Relevant experience with HTTPS including but not limited to secure Socket Layer (SSL) and Hypertext Transfer Protocol Secure (HTTPS) protocols to secure our data through Transfer Layer Secure (TLS).
Experience with deployment Tools- FTP Client like FileZilla and WinSCP; SSH Tools like Putty and Bitvise SSH Client.
Three years’ experience on working with Windows and Linux virtual private servers’ including but not limited to: Amazon VPS, IBM VPS among others.
Four years’ experience with mobile application cross platform development (Android, windows and IOS applications), UX/UI Design Skills, Agile methodologies, Cross platform mobile frameworks, Android studio, Xamarin, web service integration among others.
Experience working with excel sheets and CSV files.
Well versed with the practice of IEEE professional code of conduct for software engineers.
Previous experience designing data bases for QI work is an added advantage

Education Requirements

Bachelor of science in Software Engineering / Computer Engineering / Computer Science / IT and/or M.Sc. in Software engineering / Computer Engineering / Computer science.
