Consultant to lead documentation of a Micro-Health Insurance Schemes Improvement Pilot in Uganda.

Project Overview and Role:

The USAID- Uganda Health System Strengthening (UHSS) Activity is USAID/Uganda Flagship program for Health System Strengthening at the national and subnational level, providing technical assistance in leadership and governance, health financing, human resources for health, community systems. UHSS has been supporting the Uganda Ministry of Health (MoH) to strengthen micro health insurance schemes to make them a viable contributory source of financing for primary health care. UHSS has supported MoH to conduct a landscape assessment of micro health insurance schemes existing in the country. From the results of the assessment, UHSS has designed a short-term intervention to improve the performance of existing micro health insurance schemes. UHSS is now seeking to recruit a team of two consultants to help document the performance improvement pilot from inception to closure. The ideal team would be composed of a senior consultant to lead the assignment and a junior consultant to support the lead as well as learn from the senior consultant.

Responsibilities:

Period of performance: September 2023 – June 2024

Estimated level of effort: estimated to be 60 days

Scope of work: The consultants will support to:

Develop a monitoring and evaluation plan for the pilot.
Develop tools for capturing data during pilot implementation.
Document the implementation process, achievements, and lessons learned.
Organize monthly reflection meetings on the implementation process.
Produce a post-implementation report.
Expected deliverables: These will include but not limited to:

Lead Consultant:

Detailed monitoring and evaluation plan appropriate for the scope and duration of the pilot.
Data collection tools.
Final Pilot implementation report.
Junior Consultant:

Data collection report
Records of the reflection meetings
Draft pilot implementation report.
Required Qualifications:

Lead Consultant: Technical Experience (70%) Experience in working with the health financing sector in Uganda. Understanding of micro-health insurance schemes including CBHIS in Uganda Experience in developing data collection tools, collecting, and validating primary and secondary data in Uganda. Experience in working on USAID contracts and cooperative agreements. Excellent analytical and writing skills. Fluency in English and strong writing, communication, and presentation skills. Master’s degree in public health, or health economics preferred. Cost (30%) Submit estimated cost to complete each of the above deliverables above.

Junior Consultant: Experience doing literature reviews, data collection, data analysis, and writing research reports. Experience leading stakeholder engagement Experience in health knowledge development and dissemination. Master’s degree in health economics or health policy preferred. Experience in working on USAID contracts and cooperative agreements. Excellent analytical and writing skills. Fluency in English and strong writing, communication, and presentation skills.
