The IRC seeks the services of a consultant to develop training manuals for linking Village Savings and Loans Associations (VSLAs) to formal financial institutions. The consultant is expected to provide a business case for transforming Community Based Trainers (CBTs) into paid agents that provide services both to VSLAs and to Financial Institutions. The specific areas of the MasterCard project include:
Expand CBTs' role and diversify their income streams by providing advanced training on detailed formal financial service instruments, connection to banks and microfinance institutions, digital literacy and financial services analysis and risk. CBTs will be able to impart this knowledge to entrepreneurs, and by linking these trainers to financial service providers, they will have the ability to facilitate VSLA members' access to business loans, insurance, and savings instruments.
After an analysis of local FSPs and products, IRC will link CBTs to identified providers. These FSPs will gain access to networks of experienced VSLA members/entrepreneurs, who represent a pool of potential customers for these providers. CBTs will facilitate these connections through training on, and establishment of, bank accounts by VSLA members, using digital financial services where appropriate and available through banks. Credit access will be complimented by opening of savings accounts.
Through analysis of current and expanded CBT activities from the two pilot projects and the larger body of work from across the sector, IRC will develop a program guidance on establishing sustainable CBT networks, exploring fee-for-service (payment by VSLAs) and commission-based (payment by financial service providers) income structures. The guide will also provide a process to formalizing mature VSLAs and on uptake of digital services, which would be adaptable and relevant across the majority of the contexts where the IRC operates. This guidance will be shared to peers in the humanitarian sector.
Excellent communication and presentation skills
Proficiency in English
Experience in implementing financial inclusion programmes especially Bank Linkage initiatives.
Experience in conducting consultancies for NGOs including local organizations in Uganda, ideally in the areas of market access, financial inclusion, agriculture and other related assignments.
Experience/skills related to conducting institutional assessment of technical/educational institutions and awareness of potential strengths and challenges
Experience and excellent skills in data collection and report writing
