Job Description


Founded in 1933, the International Rescue Committee is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

The IRC has been working in Uganda since 1998 supporting refugees and vulnerable host communities. IRC Uganda has it country office in Kampala and regional offices in Amudat, Imvepi, Isingiro, Kitgum, Kyegegwa, Lamwo, Moroto and Yumbe. The current program portfolio includes health, protection and rule of law, women’s protection and empowerment, and economic recovery and development programming. Since June 2019, IRC Uganda has been implementing Ebola virus disease (EVD) preparedness activities in Kyegegwa, Kasese and Kagadi districts.


Reporting to the Health Consortium Coordinator and in close collaboration with the Protection Coordinator, the Community Engagement Manager will continue current and planned community engagement activities in the Ebola preparedness and response. The Community Engagement Manager is expected to spend time in all field locations, directly training and mentoring field teams. In addition, the Community Engagement Manager will be responsible for maintaining regular contact with all partners including the Ministry of Health, UN agencies and other NGOs that are involved in community engagement work with in the South West.


Direct support to IRC Ebola Response programs

· Provide oversight and technical guidance to the M&E Manager and community outreach teams (health, protection) to implement community engagement strategy and planned actions, centered on principles of accountability, meaningful access, participation and empowerment, and safety and dignity of affected communities.

· Serve as a bridge between the IPC/WASH and PROL/WPE teams to ensure that community engagement interventions and EVD awareness raising messages are inclusive, harmonized and technically sound.

· Work closely with the IPC/WASH and PROL/WPE teams to ensure that they are incorporating inclusive community engagement activities into their work, and to ensure that sufficient community engagement and information activities precede IPC/WASH work in new locations.

· Identify and execute new approaches to strengthen community engagement, increase awareness and understanding of the IRC’s work, and open communication between the community and the IRC. These new approaches should include opportunities to incorporate the community into planning, designing, and maybe executing activities, and should proportionately seek to address community-identified priorities.

· Maintain up-to-date awareness of community perceptions of and feedback on Ebola preparedness and response efforts, particularly those led by the IRC. This may involve secondary document reviews, carrying out community meetings, etc.


Good knowledge of M&E approaches and integration of this in development and implementation of activities

· Experience in coordinating, implementing and managing community engagement activities in emergency contexts.

· Strong leadership, management, planning, analytical, interpersonal, and communication skills;

· Ability to deliver work in stressful and sometimes insecure environment;

· Excellent initiator, able to manage multiple tasks.

· Able to work under pressure and good at timely decision making.

· Excellent professional approach and strong team building skills.

· Strong coordination and representation skills and well versed in convincing and clarification of views and points.

· Proven fluency in English.

Experience Requirements

· Previous experience working in community engagement with demonstrated experience in community engagement
Previous experience supervising and managing staff
Experience developing technical guidance and SOPs supporting implementation

Education Requirements

· A Degree in a relevant fields such as; Sociology, Social Work, Law, Education and the Humanities is essential. A master’s degree is highly desired.
