SUMMARY OF ROLE
To provide leadership and management of USAID RHITES-E interdisciplinary activities within a designated Cluster of districts. He/she will be responsible for overall planning, coordination, and implementation of USAID RHITES-E supported activities within the cluster in a manner that empowers communities, health workers and districts leaders in line with Intrahealth International and USAID RHITES-E performance standards.
District level INGO community & CBOs
Leadership and supervision of teams and individual staff.
Manage, supervise, and build the capacity of project staff (Cluster and Subgrantee (Moroto RRH staff) in quality project development, management, and implementation:
Management and coordination of project activities and staffing.
Capacity building of staff (trainings and coaching sessions of teams and individual staff in organization programming, performance management and implementation.
Team and individual staff performance management.
Coaching, mentoring, and counseling sessions for all staff.
Guidance to project staff in planning and monitoring detailed implementation plans and activities.
Setting and managing staffing targets and priorities.
Operations planning and implementation.
Coordinate, guide and facilitate planning and implementation of USAID RHITES-E project activities
Support the roll out of USAID RHITES-E strategic directions, guidelines, tools, models and frameworks
Develop annual and monthly workplans for the supported districts, ensure targeted technical support to district, facility, and community level interventions.
Lead the development of monthly cluster team workplans that will set out the activities to be undertaken by the DHT/DHMT in collaboration with cluster team members and Technical Advisors.
Coordinate and provide technical guidance to districts and health facilities in institutionalization and implementation of Quality Improvement activities in the cluster
Develop fundable proposals for resource mobilization.
Demonstrated ability to work effectively with government representatives, for-profit private sector entities, PNFP, local community organizations, donors, and other stakeholders, particularly at the sub-national level.
Proven technical knowledge and/or clinical expertise in HIV and AIDS/Family planning/Maternal Child Health services and understanding of HSS and quality improvement.
M&E training especially Project Planning and Management is a desired skill.
Demonstrated past achievements in capacity building and fostering teamwork for desired results.
Prior working experience in Karamoja sub region is an added advantage.

Demonstrated ability to effectively interact and collaborate with national, county and community level government authorities, implementing partners and other key stakeholders.
Highly developed communication skills
Strong functional and people management skills
Minimum seven (7) years of relevant professional experience managing and implementing HIV/TB/Family planning/Maternal Child Health/Malaria/Nutrition and WASH service delivery programs.
Five (5) years demonstrated experience in managing and supervising
Experience working with USG directly or as an implementing partner at national, regional or district levels.
Minimum of Master's degree in Public Health, Nursing, International development, Social Sciences, SWASA, or related field.
