Position Overview

The Chief of Party (COP), determined as Key Personnel, is expected to be responsible for the overall planning, implementation and management of the performance of the Integrated Child and Youth Development (ICYD) Activity and to provide vision and strategic leadership. The COP provides guidance to senior technical staff, ensures the responsiveness and quality of all work under the Activity, and oversees the framework to monitor and assure progress toward the achievement of the Activity's goals and objectives. This position is contingent upon award.

Key Responsibilities

Responsible for the overall technical direction of the project and management of project activities, providing leadership to the project team to ensure high quality programming to achieve project results
Lead efforts to collaborate and coordinate with other USAID/Uganda projects, other donor and NGO-sponsored activities, and the efforts of the Government of Uganda (GOU).
Oversee project planning (i.e., development of work plans and operating budget), monitoring and reporting (i.e., review and approve periodic budgets and reports).
Manage project budget to meet expected results, ensuring cost-effective use of donor and Pact's resources.

Skills

The COP must possess knowledge and experience with OGAC/PEPFAR processes and working knowledge of Country Operational Planning (COP) processes, PEPFAR Guidance, and PEPFAR reporting
The COP must possess the ability to provide technical guidance to PEPFAR partners in assessment, development, and implementation of the ICYD Activity's data quality initiatives.
The COP must be a seasoned education and/or health sector professional, thoroughly familiar with the current and historic child and youth education and health services delivery sector in Uganda.
Demonstrated track record of successfully building and effectively managing diverse teams of employees.
Demonstrated effective interpersonal and creative problem-solving skills.
Demonstrated ethical management practices.
Ability to develop and maintain strong relationships with governments and civil society partners.

Experience Requirements

Minimum of 10 years of senior-level experience in managing a complex activity, including prior Project Director, Team Leader, or Technical Director experience with proven project management, leadership, change/transformation management, and technical skills, preferably in education, health, or child development, including at least eight years in a management or leadership position in projects of a similar scope and scale
At least 5 years of experience managing highly complex large value USAID programs.

Education Requirements

Advanced degree (Masters or PhD) in a relevant field, such as public health or international development.
