Description

Manage and motivate a diverse team of technical and operations experts in designing, planning, and executing the Activity’s work plan to achieve long-term, sustainable results; including Deputy Chief of Party; Director of MEL, CLA, and Communications; and Director of Finance, Grants, and Operations, among others.

Manage the effective utilization of resources throughout Activity implementation and ensure execution of objectives and performance standards as described in the ISS contract.

Collaborate closely with Director of MEL, CLA, and Communications to oversee all CLA activities, including promoting CLA and adaptive management by chairing CLA reviews with the ISS team and relevant project stakeholders and conducting deep dives with the Director.
Serve as DT Global and Activity representative to USAID/Uganda and other USG entities; local officials; and other donors, partners, and stakeholders—including at relevant events—and coordinate with the aforementioned on USAID/USG programming in Uganda.
Ensure quality assurance and use of quality control methods in a consistent and transparent manner for all contracted tasks and functions and ensure their compliance with USG and DT Global rules and regulations.
Maintain oversight of grant activities, including ensuring that grant making procedures are followed. Grant making includes appropriate grant design, implementation, management, monitoring, evaluation, and close out.
Champion and oversee DT Global’s team of national and international partners for the program, helping to build capacity where needed and ensuring the meaningful participation and successful contribution of team members to achieving the Activity’s objectives. This includes leading on developing and implementing a vision for the ISS activity and ensuring this vision is shared with Activity staff and key stakeholders.
Lead project reporting and analysis and review deliverables for completeness, accuracy, and continuous quality improvement.
Liaise effectively with DT Global Home Office staff on technical, operational, and project finance matters to accomplish Activity objectives.
Leverage existing enabling environment programing and expertise within DT Global to ensure technical quality and integration with complementary initiatives.
Participate in and oversee the development of project strategic and operational plans.
Monitor work plans, budgets, and finances in accordance with USAID rules and regulations and DT Global policies and procedures.
Education & Minimum Qualifications:

PhD or MSc/MA (or equivalent) in international development, agricultural development, agribusiness, or economics.
Must be a senior professional with a high level of technical experience, together with strong leadership skills.
Exemplary professional experience in international program management, including senior management experience at COP or equivalent level. d9AeRoF veHSD
Ten or more years of experience in designing, managing, and implementing complex, donor-funded capacity building projects in developing countries, especially for Feed the Future-funded programs.
Demonstrated experience in market systems facilitation and political economy analysis.
Previous experience in managing partnerships with the private sector, large subcontracts, or grants under contract.
Previous experience working in Uganda, Eastern Africa, or Southern Africa.
Demonstrated ability to liaise and develop successful working relationships with key stakeholders, including USAID, and public, private, and civil society partners.
Excellent written and oral communications skills required.
Fluency in English required.
Preferred Qualifications:

Demonstrated skills and experience leading diverse teams, inspiring staff, and developing a shared vision with key project stakeholders.
Experience in overseeing USAID project support functions, including finance, procurement, logistics, and overall project operations.
Experience overseeing monitoring, evaluation, and learning systems and processes, and utilizing adaptive management techniques.
Demonstrated ability to think and work politically is highly preferred.
Strong familiarity with USAID rules, regulations, and requirements.
