In 2020, line with the CRRF, the Government of Uganda in collaboration with humanitarian and development agencies developed the Jobs and Livelihood Integrated Response Plan (JLIRP) to enhance social, economic, and financial inclusion of refugees and host communities in a sustainable manner. The JLIRP provides an overarching framework for a sustainable response to refugee and host community livelihood constraints with a focus on increasing self-reliance and resilience. The JLIRP also provides a framework for socio-economic integration through the peaceful coexistence of refugees and host communities. The JLIRP targets creating an enabling environment, enhancing refugee rights to work, and increasing access to relevant resources and services that will facilitate the social, economic, and financial inclusion of refugees and host communities. The plan seeks to enhance employability, increase levels of economic activity, and elaborate social and economic linkages between refugees and host communities.

The implementation of the JLIRP is government-led involving the respective subsector lead Ministries such as the Ministry of Agriculture, Animal Industry and Fisheries, Ministry of Trade, Industries, and Cooperatives, UNHCR, UN agencies, International and local NGOs, Development agencies, and the private sector. The Ministry of Gender Labor and Social Development (MGLSD) is entrusted with the responsibility of playing an oversight function for this plan and undertaking resource mobilization, establishing a JLIRP Secretariat, providing technical support to the directorate of community-based service in local governments, and monitoring the implementation of the plan. UNHCR Co-leads the rollout of the JLIRP with MGLSD, while development partners and UN agencies are expected to provide technical and financial support to MGLSD to operationalize the plan.

Purpose and Scope of Assignment

UNHCR requires a Assistant Livelihoods Specialist to strengthen the MGLSD’s technical capacity to rollout the JLIRP and steer its implementation in collaboration with relevant Government Ministries, Departments and Agencies, UN agencies, Development Partners, Local and International NGOs, the private sector, and the refugee Livelihoods and Resilience Sector Working Group (LRSWG). The Assistant Livelihoods Specialist at the JLRIP secretariat will strengthen JLRIP's coordination and support the integration of the plan into national and district-level development plans and priorities. He/she will also monitor the implementation of the plan and strengthen linkages and collaboration with the LRSWG and settlement-level coordination structures. The specific roles and responsibilities of the Assistant Livelihood Specialist include but not limited to:
Facilitating the development of Annual plans for the JLIRP in consultation with staff at MGLSD

Organizing quarterly meetings of the National Steering Committee of the JLIRP and follow up on agreed actions.

Collaborating with the LRSWG and its thematic coordination structures.
Exploring entry points to enhance the legal, policy, regulatory, and administrative environment for economic inclusion of refugees and host communities.
Organizing workshops and systemic engagements to integrate the JLIRP into sectoral priorities and district development plans and budgets.
Establishing a robust stakeholder engagement and partnership mechanism to enhance collaboration for implementation of the JLRIP.
In collaboration with UNHCR, other UN agencies, and the LRSWG, undertake a comprehensive analysis of sector performance and monitor the implementation of the JLIRP. Qualifications and Experience eFCzHk4 u3CuQ
Master’s degree or equivalent in development, human rights, Law, gender equality, social sciences or other related areas.
