JOB SUMMARY: The Project Officer will lead and oversee the implementation of the Universal Periodic Review (UPR) project in the Kamwenge, Pader, Adjumani, and Kampala Districts. He/she will have the responsibility for delivering a coordinated and integrated advocacy intervention and reinforcing impact on the ground by bringing priorities from the grassroots into the LWF’s Universal Periodic Review (UPR), through a Rights-Based Approach. The position will ensure that the voice of the rights-holders voice and engagement in local, national, regional, and international human rights spaces is amplified, particularly those touching on issues affecting refugees, asylum seekers, and the host local community.The Project Officer will ensure strong coordination with the Partners, Ministries, Departments and Agencies, Coalitions, and NGOs. In this role, the Project Officer will be responsible for supporting UPR project implementation, ensuring quality and results.

ROLES AND RESPONSIBILITIES

Contribute to the conceptualization of the human rights advocacy projects with a special focus on the UPR Project design and implementation process in a manner that is consistent with the LWF/DWS Uganda Program Strategy.

Establish new and/or strengthen existing strategic coalitions/alliances/networks at the local level and national levels by developing a wider partner engagement strategy with LWF.

Additionally, ensure that strong relationships are held as paramount and actively nurtured so that the right holders, partners, and organizational staff are engaged.

Effective and accurate management of project activities, including preparation of logistic and procurement actions necessary to the implementation of the activities, monitoring, and evaluation;

Ensure quality implementation and facilitate knowledge-building and learning sessions among relevant staff, partners, and stakeholders on human rights advocacy.

Prepare project work plan, and M&E plans (in liaison with PMER) and submit quality and timely reports (internal and external).

Actively participate in coordination meetings, cluster, working group/coalitions/network meetings, and share the project update with concerned stakeholders.

Organizing national-level UPR advocacy meetings and being responsible for the overall implementation and reporting of the UPR project.

Ensure effective project financial resources management, efficient procurement, and logistical services at the Kampala level.

Support in the review and implementation of the advocacy strategy for the Uganda Country Programme.
