REPORTS TO: HEAD OF PROGRAM

DUTY STATION: KAMPALA, WITH FREQUENT TRAVEL TO PROJECT SITES

ROLE PURPOSE:

Finn Church Aid (FCA) is one of the consortium partners for the Refugee and Host Community Youth Empowerment and Transformation Initiative (RETI) program in Uganda. RETI is a collaborative program with Muni University and seven other partners, implemented with support from the Mastercard Foundation. The program aims to address unemployment challenges faced by young people aged 15 – 35 years in 15 refugee hosting districts in Uganda, particularly focusing on young women.

As the Project Manager for RETI, you will be responsible for the effective planning, implementation, and management of the project. You will work closely with a consortium of partners, including universities and non-university organizations, to empower young people, both from refugee and host communities, by providing them access to market-relevant skills, vocational training, and educational opportunities. You will oversee various components of the program, including capacity-building, mentorship, internships, digital literacy, and financial literacy, with a primary focus on holistic youth development. Your role is pivotal in ensuring the program's success and its positive impact on the lives of young people.

Key Responsibilities

Program Planning and Implementation:
Develop detailed project work plans and ensure adherence to project timelines and milestones.
Oversee the implementation of the program's components, including skills training, psychosocial support, and mentorship.
Manage the program's various activities, including life skills training, vocational skills certification, short courses, internships, and digital literacy training.
Program Technical Support on Market-Facing Skills Development for Youth:
Act as the Technical Lead on the design and implementation strategy to link youth to market-relevant and specialized skills development opportunities and intelligence.
Develop tools and resources to assess the status, constraints, and opportunities in the skilling services sector.
Manage the skilling and learning portfolio from training institutions identification to implementation and evidence-based learning.
Work with partners to ensure interventions align with the program's goals and timelines.
Provide technical direction and support to ensure youth skilling programs comply with the market systems approach.
Contribute to Program Quality Control, Learning, and Adaptive Management:
Engage in the development and rollout of tools and initiatives for consistent high-quality implementation.
Monitor program strategies and review their effectiveness.
Collaborate with the Monitoring, Evaluation, and Learning team to ensure appropriate M&E plans are in place.
Organize partner coordination and learning sessions to leverage program learning.
Financial Management:
Manage the project budget, ensuring the efficient use of funds and compliance with donor requirements.
Monitor and report on financial expenditure, ensuring cost-effective implementation.
Stakeholder Engagement:
Build and maintain strong relationships with consortium partners, local organizations, government entities, UNHCR, and NGOs to ensure smooth program delivery.
Collaborate with private sector partners to create opportunities for young people in the labor market.
Monitoring and Evaluation:
Develop and implement a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system.
Ensure evidence-based decision-making and accountability through regular data collection and analysis.
Gender and Safeguarding:
Implement gender-sensitive approaches and safeguarding measures within program activities.
Promote inclusive programming that addresses the unique needs of young women and marginalized groups.
Reporting and Documentation:
Prepare regular progress reports, impact stories, and lessons learned.
Align reporting with the Foundation's theory of change and key performance indicators.
Complaints and Feedback Mechanism:
Establish a system for receiving and addressing concerns from participants and partners.
Ensure transparency and responsiveness in addressing complaints.
Qualifications and Experience

A bachelor’s or master’s degree in a relevant field (e.g., Development Studies, Project Management, Social Sciences).
At least 07 years of experience in project management, particularly in youth empowerment, education, or livelihoods.
Strong understanding of the challenges faced by young people, including refugees and host community members.
Experience working with consortiums and multiple stakeholders.
Proven ability to manage project budgets and financial resources.
Knowledge of gender-sensitive programming and safeguarding principles.
Excellent communication and reporting skills.
Strong problem-solving and leadership abilities.
Additional qualifications related to market systems development, youth employment, and inclusive program design.
Proven experience in project management and market-facing skills development.
