Background

1.0. Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the Elimination of Discrimination Against Women and Girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations System wide efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women requires agile gender responsive data and statistics to deliver on Gender Equality & Empowerment of Women (GEWE) commitments through her tripartite mandate of the Normative, operational and coordination. This can be facilitated by leveraging her convening role to influence the integration of gender equality in programing and capacity development for UN Agencies, government, and non-state actors to address the needs of vulnerable and marginalized communities.

UN Women has considered undertaking a Gender Assessment (GA) in selected refugee hosting districts of Yumbe, Terego, Adjumani, Kyegegwa & Kampala to generate and provide up-to-date estimates of basic gender equality demographics in humanitarian and development sectors particularly education, health, Water sanitation and Hygiene (WASH), shelter, livelihoods, Protection/SGBV. The GA will involve - collection and presentation of sex and age disaggregated data as primary and overall classification; data reflecting gender issues; data based on gender concepts and principles that adequately reflect the diversity of women, men, girls and boys by capturing gender related aspects of their lives; and use data collection methods that consider stereotypes, social and cultural factors that may induce gender biases. The assessment will provide a basis for reflection on diverse groups of women, men, girls, and boys, recognizing that gender intersects with other social identifiers such as race, tribe, age, education, family composition and parenthood, country of birth and disability. The GA data will provide for deeper understanding of women’s situations, needs, constraints, and priorities, thereby support the analysis of intersecting inequalities. The GA will not be sufficient to address all issues and needs it will therefore be complemented by other existing data sources. Owing to the increasing demand for regular gender data to support programme development, policy formulation and reporting on GEWE including refugee and related interventions, there is need to integrate gender in administrative data interventions to build gender responsive evidence for programming and decision making. Uganda is part of the global initiative on modernization of administrative data for the transformation of National Statistical Systems (NSS) to enable delivery of Strategic Development Goals (SDGs).

UN Women with other sister UN Agencies will carry out the GA in refugee hosting districts of Yumbe, Terego, Adjumani, Kyegegwa & Kampala. UN Agencies, district local governments and NGOs implementing programs in the above districts will be mobilized to support and participate in data collection, analysis, report preparation and use of the findings. Besides the RGA, support will be extended to selected government agencies and district local governments to strengthen and integrate gender in administrative data systems for better evidence-based programming and decision making for GEWE. Therefore, UN Women desire to hire a consultant to conduct the GA and support nation-wide integration of gender in administrative data systems.

UN Women is seeking to recruit a national consultant to conduct a Gender Assessment in 05 districts and & integrate Gender in administrative data 10 Districts and selected Ministries, Departments and Agencies (MDAs) and CSO-IPs spread across Uganda as listed below: S/N.
